  254. Amusing, but ultimately a highly-speculative urban legend (along with
  255. many of the other semi-plausible explanations offered).  I tend to
  256. believe the land-line telegraphy story (with their "hammy" operators)
  257. offered by "200 Meters and Down," among other historical references.

  443. Question: How are participants in a communications reserve
  444. program, such as RACES, classified; and if so, why?

  446. Response: In its communications reserve program plan, such as the
  447. RACES plan, a jurisdiction identifies the program participants
  448. based on their level of activity and screening required.
  449.  
  450. Typically a Level 1 participant is one that is screened by a
  451. local law enforcement agency before acceptance into the program
  452. (i.e., there is  a record check as a minimum).
  453.  
  454. Level 1 participants are active, trained and involved, typically
  455. putting in from 2-20 hours a week in service. Level 2 is a person
  456. who is not screened and is NOT a regular participant, but signed
  457. on for a particular incident. They are normally not screened as
  458. their access to facilities is usually very limited. As temporary
  459. responders, level 2, if utilized at all, are listed on a incident
  460. roster, rather than the normal roster. To put it differently, the
  461. Level 1 is that which can be relied upon, while Level 2 is for a
  462. possible, or past use. Sometimes people start out on one level
  463. and find it appropriate to change to  the other one as their
  464. time, experience and interests vary.

  491. afternoon (solar flux in the high 80s or low 90s, I believe).  
  492. 40 watts into a 13 foot vertical with a 6 foot counterpoise from 
  493. a third floor apartment.  Nothing fancy.

  529. For the fourth time in the past five years, an ARRL dignitary has
  530. been named the Dayton HamVention Ham of the Year.
  531.  
  532. Chosen this year was Perry Williams, W1UED, who retires at the end
  533. of April as ARRL Washington Area Coordinator, after 40 years of
  534. League service.
  535.  
  536. Perry is featured in a story about the League's Washington office
  537. that will appear in April QST.

  539. Receiving the Technical Achievement Award is Dick Newell, AK1A, of
  540. Bolton, Massachusetts, the inventor of Packet Cluster.  A QST story
  541. about Newell appeared in August 1990 QST on page 54.

  543. The DARA Special Achievement Award goes to Russell Kroeker, N7HGE,
  544. of Kent, Washington, whom the DARA credits with conceiving the
  545. Evergreen Intertie, a system of interlinked repeaters stretching
  546. from California to British Columbia.  A description of the system is
  547. in June 1991 QST, page 83.

  549. Previous Dayton Hams of the Year include former ARRL President Harry
  550. Dannals, W2HD (1993); International Amateur Radio Union President

  600. operators 9M6BZ, JA9AG, JQ1WSL, JS1QHO and G3NOM from Swallow Reef.
  601. Listen for 9M0A, 9M0AG and 9M0BZ on CW, SSB, FM, RTTY, AMTOR, PacTOR
  602. and packet.  On CW try 1825, 3505, 7005, 10105, 14005, 18070, 21005,
  603. 24895 and 28005 kHz.  On SSB try 3790, 7080, 14195, 18145, 21295,
  604. 24945 and 28495 kHz.  FM will be on 29240 kHz.  RTTY will be around
  605. 7030, 14085, 21085 and 28085 kHz.

  607. SVALBARD ISLANDS.  From March 18 through 21, Tom, LA1BJA, and Inge,
  608. LA5VK, will be signing JW1BJA and JW5VK, respectively.  They will
  609. operate all bands, including WARC, mostly with SSB.  Phone operation
  610. on 17 and 12 meters was authorized for Norwegian amateurs on January
  611. 1, 1994, so this may be the first JW voice activity on these bands.

  615. TRINDADE ISLAND.  Mendonca, PY1UP, will be starting a four month
  616. visit in about three or four weeks.  He now has a higher class

  619. FERNANDO DE NORONHA ISLAND.  Peter, PY5CC, will be active until
  620. April 1st, as PY0FM.  He will be active on 160-2 meters, including
  621. WARC bands and on CW/SSB.  Try 160 meters around 0415z, 80 meters
  622. around 0245z, and 40 meters around 2100z.  He has also been heard on
  623. 30 meters, a rarity for a Brazilian station.  QSL via PY5CC.

  625. SOUTHERN SUDAN.  John, PA3CXC, is signing /ST0, though his length of
  626. stay is unknown.  Listen for him on 18072 kHz at 1745z and 24892 kHz

  630. TI9JJP.  Carlos operates both phone and CW.  Jose prefers SSB.  Try

  636. LORD HOWE ISLANDS.  VK9LA has been on a net on 7084 kHz at around

  639. NORTHERN MARIANA ISLANDS.  Tosy, JA5VZB will sign AH0T from Rota
  640. Island sometime this month.  Activity will include a stint in the CQ
  641. WW WPX SSB contest.  Outside the contest hours he will be on 160
  642. through 10 meters, concentrating on 160 meters and RTTY.  Check 1824
  643. kHz.  All non-JA stations QSL via JA6BSM, JAs via the bureau only.

  645. JUAN DE NOVA.  Listen for FR5ZQ/J between March 21 and April 25
  646. operating SSB only.  QSL his home call.

  648. EUROPA.  FR5ZU/E will be on from March 28 to April 25 with SSB and

  651. THAILAND/NEPAL.  Rana, WB4NFO, will be on the air soon signing
